“You are no longer being asked to stand in solidarity with the Indigenous people of Mexico. Now you are being asked to play an integral role in a bi-national effort that will no longer consist of only resisting but also help these communities exist and live as they have for thousand of years. To help reestablish the networks and relations that existed before borders separated families and communities, and to help expose these atrocities to a world that has avoided looking at the price of it’s excess, comfort and luxury.”

The struggle of the Cucapah encompasses as a whole the struggle of the Indigenous communities throughout Mexico and it is because of this that Delegado Zero, along with the Cucapah Indigenous Community of El Mayor, invites adherents to the sixth declaration of the lacandon jungle to come to El Mayor and set up camp. A camp that will help preserve and revitalize traditions and customs that are almost extinct within the Cucapah and other communities such as the Kiliwa who recently announced a “death pact” of no longer bearing children because their culture and people had been exploited to the brink of extinction by the Mexican Government. Along with that the camp will serve as a safe space in which humanitarian brigades will accompany the Cucapah and assist with fishing. This will be a camp that will reach out to other Indigenous communities and help with establishing the ways and means for self-sufficiency, autonomy and prosperity.

INTRODUCTION:

On January 1st 1994, before the champagne could be uncorked and the neo-liberal feast begin, the Zapatista Army of National Liberation (EZLN) fired the first post cold war shots of rebellion. Since then, the EZLN has mobilized millions in many non-violent demonstrations for the rights of Indigenous people in México. The most recent expression of this non-violent movement has been The Other Campaign (La Otra Campaña).

Since its inception, La Otra Campaña has shown itself to be an alternative movement for Mexican people; indeed, a new way to do politics that is based on non-violence and respect for differing lifestyles and points of view; including differing philosophies and political persuasions.

THE GENOCIDE CONTINUES:

As part of The Other Campaign, Sub-Comandante Marcos, or Delegado Zero, visited all 32 states of México and listened to the many marginalized communities detail their problems. The Sub also visited Baja California from the 16th to the 20th of October 2006, and saw first hand the mistreatment and discrimination that Indigenous people face in Baja California.

One such community is the Cucapá, who have lived in the Mexicali Valley for about 9,000 years. Their subsistence comes from fishing in the Gulf of Mexico, however, the government of Baja California refuses to recognize their traditional and cultural right to fish in these waters, and has refused to grant them the permits needed by using the excuse that this is a protected biosphere. The reality though, is that the government issues licenses only to multi-national corporations and tourists for sports fishing, while at the same time, sentencing the Cucapá to extinction.

CAMPAMENTO DE RESISTENCIA:

In response to this egregious injustice, Sub-Comandante Marcos and The Other Campaign, have pledged to set-up a Resistance Camp during the months of February thru May 2007, and accompany the Cucapá during the fishing season and stand with them against this injustice.

The idea is to go out with the Cucapá fishermen to show the government that they are not alone and that we will stand in solidarity with our Indigenous Sisters and Brothers to defend their right to exist. As the Sub stated during the meeting with the Cucapá, "We might not have been able to do anything about the original genocide of 1492, but there is no excuse for us not to mobilize today."

WHAT WE WANT WHAT WE NEED

We are calling on all freedom loving people to join this very important campaign for the dignity and survival of our Indigenous Sisters and Brothers and to stand against the planned genocide of the Cucapá.

You can participate in this historic effort by visiting the camp personally during the months of February-March 2007, and, or by joining the Campamento de Resistencia Support Commission of La Otra en el Otro Lado and donating any of the following items:

bottled water, toilet paper, camping equipment, money, media equipment, food (canned), clothing, people who know how to do CPR.

Stop the Genocide of our Indigenous Peoples

The Cucapá, an Indigenous people of Mexicali, have been denied fishing permits, even though they have been fishing in their valley for over 9,000 years; indeed, even before this area was considered Mexico.

Fishing is part of their ancestral traditions and is their only form of support. On the other hand, commercial fisherman have no problems obtaining fishing permits.

During the upcoming fishing season, which runs from February to May, the Sixth Delegation of the EZLN, along with adherents of “The Other Campaign” will set up camp in the Mexicali dessert community of the Mayor Cucapa, and will join the local community in exercizing thier rights to fish in a peaceful, civil disobedient campaign for social change and justice.

Understanding that adherents and supporters will be traveling from all over the world to jointhis camp of resistance to support the Cucapa struggle, La Otra en el Otro Lado, a collective of adherents from San Diego, Orange County, Riverside, Los Angeles, Oxnard, Santa Barbara and Watsonville have committed to provide resources to help sustain the camp.

How the campaign came to be In June of 2005, the Ejercito Zapatista de Liberación Nacional, EZLN, anounced the Sixth Declaration of the Lacandon Jungle and called for “The Other Campaign”, a process to which all Mexicans and Chicanos living in Mexico and on this side of the US/Mexico border were asked to join.

From January through November of 2006, “Delegate Zero” commenced a national tour visiting the four corners of Mexico during which he met with Mexicans and Chicanos.

This to bring to the forefront awareness of social struggles for justice throughout Mexico and the Chicano/Mexican communities, so that we, the adherents, can come together and as human beings struggle for social change through peaceful means.

The second facet of the Other Campaign will begin at the end of February in the Mayor Cucapa community, about an hour in the outskirts of Mexicali, where the Cucapa live.

The EZLN Commission arrives at El Mayor Cucapa in the first week of March.
